Mississauga has moved faster than most Ontario cities on gentle density — it added three-unit permissions in 2023, approved fourplexes, and in April 2025 consolidated 14 low-rise zones into just two (Residential Large Lot and Residential Small Lot). For a homeowner, that mostly means a simpler path. Two details, though, catch people out.
What’s permitted — and it’s a building permit, not a rezoning
On most residential lots you can add two additional units (three total) as a matter of zoning, and fourplexes are permitted in the RL, RS and R16 zones. Neither needs a rezoning or a public hearing — but both still need a building permit, so “permitted” isn’t the same as “already approved.” A design that fits the zoning envelope goes straight to permit; one that exceeds it needs a minor variance from the Committee of Adjustment.

The rebate that isn’t automatic
Here’s the first thing that trips people up. Mississauga’s Gentle Density Incentive Program rebates the building permit fee for a second, third or fourth unit — a genuine saving. But despite what one City page implies, it is not applied automatically at the counter. You have to submit the program application and notify the City of your permit number, and only permits issued after July 31, 2024 are eligible. Funding for the program has also been allocated in rounds and its status has shifted, so it’s worth confirming it’s open with the City before you count the rebate in your budget — rather than assuming the fee comes back on its own.
The City also offers free pre-approved garden-suite plans (a studio and a one-bedroom model), which save the cost of custom drawings where one fits your lot.
The second catch: Exception Zones
Mississauga has hundreds of Exception Zones layered over the base RL and RS zones, and the zoning by-law explicitly defers to them. That means the standard setbacks, coverage and size limits can be different on your specific property — the base-zone numbers are a starting point, not a guarantee. Confirming a lot’s actual zone (and any site-specific exception) before designing is the single most valuable step, and it’s the first thing we check.
