Yes, garage conversions are permitted in much of Canada — but the existing structure has to meet residential standards, and that’s what decides whether converting is genuinely cheaper than rebuilding. A garage slab is typically shallow, unheated and not built to carry an occupied, insulated building, so the foundation often has to be replaced anyway — which is where the expected saving disappears.

Everyone’s instinct is the same: the walls are up, the roof is on, there’s a slab — this must be the cheap way to get a backyard home. Sometimes it is. Frequently it isn’t, and the reason is underground.

Is it allowed?
In most urban areas of Ontario, British Columbia and Alberta, yes.
Ontario permits up to three units as-of-right on most serviced residential lots under Bill 23 — which can be two in the main house plus one in an ancillary structure. A converted garage is exactly that ancillary structure. In Toronto, whether you’re under the garden suite or laneway suite rules depends on whether your lot backs onto a public lane.
British Columbia permits secondary suites and detached accessory dwelling units province-wide in single-family residential zones under the SSMUH rules, with three to six units required depending on parcel size and transit proximity.
Alberta is municipal. Edmonton’s Zoning Bylaw 20001 regulates rear-yard units under Backyard Housing, and the Small Scale Residential zone permits up to eight units on a sufficiently large mid-block lot. Calgary is mid-change — note that Calgary’s Secondary Suite Incentive does not apply to backyard or detached suites, only to suites within the main dwelling.
The usual caveat: permitted at the municipal level doesn’t mean permitted on your lot. Setbacks, site coverage, servicing and tree protection all narrow it.
What makes a garage convertible
Here is the honest checklist, in the order that matters.
1. The slab and foundation. This is the whole question, and it’s the one people check last.
A detached garage is typically built on a shallow, unheated slab with minimal footings, sized to carry a vehicle and a roof. A dwelling is a heated, insulated, occupied structure that has to perform through frost cycles. In most cases the existing slab and footings cannot carry it, and replacement is required.
Once you’re replacing the foundation, you’ve lost most of what made conversion attractive — and you’re now building a new structure inside the constraints of an old one’s geometry.
2. Ceiling height. Garages are often built to a lower clear height than a dwelling requires. Where a suite is going above the garage, the question is whether you can achieve compliant height in the upper storey within your municipality’s overall height limit. Where the suite is at ground level, measure directly.
3. Wall and roof structure. Framing sized for a garage roof frequently needs reinforcement to carry a new occupied floor above, plus the weight of insulation and finishes.
4. Egress. Every bedroom needs an escape window or exterior door giving an unobstructed opening of at least 0.35 m² with no dimension under 380 mm, openable from inside without tools. Where it opens into a window well, at least 760 mm of clearance in front.
5. Insulation and building envelope. Walls, roof and floor all have to meet current energy requirements. In an uninsulated garage that means opening everything up.
6. Fire separation. Between any remaining garage space and the dwelling, and to neighbouring structures depending on setback.
7. Servicing. Water, sanitary sewer and adequate electrical have to reach the building. An existing garage may have one lighting circuit and nothing else. For a rear-yard structure this is frequently the single largest line item.
The honest summary: items 2 through 7 are all normal, priceable construction work. Item 1 is the one that changes the answer, and it’s the one you can’t see.
When rebuilding beats converting
This is the counterintuitive part, and it’s worth taking seriously before you commit.
Rebuilding usually wins when:
- The slab has to be replaced anyway. At that point you’re paying new-build foundation costs for a constrained footprint and an inherited layout.
- The structure needs significant reinforcement. Strengthening old framing can cost more than framing new.
- The garage geometry is awkward. Garage proportions frequently make poor dwellings — the door opening dominates one elevation, and window placement is constrained by what’s structurally there.
- You want two storeys. Adding an occupied storey over an existing garage is a substantial structural intervention.
Converting usually wins when:
- The foundation is genuinely sound and was built to a proper depth — more common in newer garages, or those built as part of a larger structure.
- You’re keeping the garage function below and adding a modest suite above.
- Servicing is already close to the building.
- The existing footprint is well-proportioned for a dwelling.
How to settle it: get a structural assessment before you commit to either path. It costs a fraction of the project and it answers the only question that matters. Price both routes with real numbers and compare — this is a genuinely close call more often than people expect, and the assumption that conversion is obviously cheaper is where budgets go wrong.
Edmonton as the mature example
Edmonton has more of these than anywhere in Canada, which makes its rules the clearest illustration of what governs the finished building.
Under Section 6.10 Backyard Housing of Zoning Bylaw 20001:

Two things worth reading carefully. The 60 m² caps the second storey, not the whole unit — it’s frequently misreported as a total floor area limit, which for a garage suite is exactly wrong, since the ground level is the garage and the 60 m² governs the living space above.
And the height reduction to 4.3 m where your rear lot line abuts a lower-height residential site can rule out a two-storey design entirely. Check this before assuming a suite over the garage is possible.
Edmonton also requires a main entrance separate from any garage door, plus a covered entrance feature — a requirement written with exactly this building type in mind. And backyard housing cannot be subdivided from the principal dwelling or form part of a bare land condominium.

What it costs
We don’t publish a figure, and for garage conversions specifically the range is unusually wide — because the foundation question swings it so heavily.
What drives it:
- Whether the slab and footings survive. The single biggest variable, and unknown until assessed.
- Servicing distance to the rear yard.
- One storey or two. A second storey adds stairs, structure and triggers tighter height rules.
- Structural reinforcement of existing walls and roof.
- Envelope work — insulation, air sealing, windows.
- Provincial cost base. BC charges 7% PST on many construction inputs; Alberta has no provincial sales tax and no Ontario-style development charges on infill.
One saving that does apply in Toronto: the Development Charges Deferral Program for Ancillary Secondary Dwelling Units defers development charges on an eligible rear-yard suite, collecting only if a new lot is created within 20 years.
One that doesn’t: Calgary’s Secondary Suite Incentive is restricted to suites within the main dwelling. A garage conversion doesn’t qualify.
Permits
Two approvals in Alberta — a development permit confirming zoning compliance, then a building permit confirming construction meets the National Building Code – Alberta Edition. In Ontario, generally a building permit with zoning compliance confirmed as part of the review.
Trade permits for electrical and plumbing are separate, and usually require licensed trades.
Three practical points:
- Confirm your height limit first, particularly the reduced limit where your rear lot line abuts a lower-height site.
- Get the structural assessment before drawings. Designing a conversion that turns out to need a new foundation means redrawing.
- Don’t cover work before inspection — framing, separation and egress are all checked before concealment.
