Vaughan has made a lot of noise about development charges — first cutting its residential rate roughly 47% in late 2024, then dropping it to $0 for residential projects that start construction between February 25, 2026 and October 31, 2027. You will see that number used to sell suites.

For a basement or garden suite, it changes nothing.

A second and third unit are already exempt from development charges under provincial law, whether or not any City window is open. You were never going to pay them. Vaughan’s $0 policy is real and useful — for a purpose-built apartment building, where DCs on the low-rise rate had reached a published $50,193. On your suite, it’s a headline with no effect on your budget. Knowing that keeps you from over-counting the savings.

The savings that do exist are elsewhere, and so are the traps. Here’s what actually governs a Vaughan suite.

What Vaughan permits on a residential lot

Under By-law 082-2025, effective March 25, 2025, Vaughan allows two additional residential units — three in total — accessory to a single-detached, semi-detached or street-townhouse home. They may be two units inside the dwelling, or one inside plus one in a detached accessory building.

Municipal servicing required an added unit is only permitted where the lot has municipal water and sanitary services.
Size an added unit’s floor area cannot exceed the main dwelling’s gross floor area.
Separation a detached accessory building with a unit must sit at least 4.0 m from the main house.
Not permitted alongside a bed-and-breakfast, home occupation or group-home use, or in the Agricultural zone. Only one short-term rental is allowed on a lot that has an added unit.

What's allowed

The disqualifier to check first

Vaughan is a set of historic villages — Woodbridge, Maple, Concord, Kleinburg, Thornhill — and one of them carries a hard stop. Secondary suites are prohibited outright in the Woodbridge Special Policy Area and anywhere within a floodplain, tied to the Humber River flood-vulnerable lands through old Woodbridge. No envelope, no variance path in the ordinary sense — the use isn’t permitted there at all. Any honest Vaughan plan screens for this before it screens for anything else, because it can end a project on lot alone.

Vaughan requires the main home’s parking plus one space per added unit. The exception is real money: where the unit sits inside a Protected Major Transit Station Area, that extra space is not required. That covers the Vaughan Metropolitan Centre, at the end of TTC Line 1, and — as the Yonge North Subway Extension advances toward Clark and Royal Orchard — parts of Thornhill, Vaughan’s older, suite-friendliest quadrant. On a tight lot, the parking waiver can be the difference between a suite that fits and one that doesn’t.

The schedule also carries a returnable $2,575 line for alterations or secondary suites — but it is capped at the permit fee where that is lower, so on a typical suite a homeowner often pays less, and the by-law doesn’t spell out the return conditions. One to watch: a permit maintenance fee (about $195/year for minor residential permits) applies for each year a permit stays open, so a stalled project quietly accrues cost.

CMHC does not publish a Vaughan-only rent figure — it merges the city into a Richmond Hill / Vaughan / King survey zone. As of October 2025, that combined zone averaged roughly $1,726/month across all bedroom types for purpose-built rentals, at 2.4% vacancy.

Treat that as a floor, not a target: the figure excludes condominium rentals, which are a large share of Vaughan’s supply and rent higher. Vaughan is 62.5% detached houses with almost no existing low-rise rental stock — an added unit is effectively the only low-rise rental the city can produce, which is the demand case in one line.
